Background:

The Oregon Department of Energy seeks public comments by 5 p.m. on Thursday, July 24, 2026 on the agency’s draft Report on Siting and Permitting Large-Scale Electricity Infrastructure. ODOE is developing the report pursuant to Executive Order 25-29. ODOE must deliver a final report, and the related draft Report on Siting and Permitting Large-Scale Electricity Infrastructure, to the Governor’s Office by September 1, 2026.

Comments received will be publicly shared. ODOE encourages commenters to be as specific as possible in identifying concerns and recommendations. ODOE has drafted questions for commenters to consider. You are not required to answer every question; required questions are marked with an asterisk symbol (*).

ODOE has published A Public Guide to Energy Facility Siting in Oregon that describes the major steps of the Energy Facility Siting Council’s review process. The information in that Public Guide may aid in answering Questions 2 and 3.
