EO 25-29 – Barriers to Large-Scale Renewable Energy Projects Study and Siting and Permitting Large-Scale Electricity Infrastructure Study

The Oregon Department of Energy seeks public comments by 5 p.m. on Thursday, July 2, 2026 on the agency’s draft Report on Reducing Barriers to Clean Energy Deployment; ODOE is developing the report pursuant to Executive Order 25-29. ODOE must deliver a final report, and the related Report on Siting and Permitting Large-Scale Electricity Infrastructure, to the Governor’s Office by September 1, 2026.

Comments received will be publicly shared. ODOE encourages commenters to be as specific as possible in identifying concerns and recommendations. ODOE has drafted questions for commenters to consider. You are not required to answer every question; required questions are marked with an asterisk symbol (*). You may enter your name as “Anonymous” and your Zip/Postal Code as “00000” if you wish. If you choose to upload a file, ODOE respectfully requests that you seek to ensure the document is accessible for ADA compliance purposes.
